Taking a loan is an important financial commitment, especially when the decision is made during an emergency. From 15 September 2026, borrowers taking certain unsecured loans from licensed moneylenders in Singapore will receive additional protection through a mandatory three-business-day cooling-off period.

The new licensed moneylender cooling-off period in Singapore gives eligible borrowers time to reconsider their decision after receiving a loan. If the borrower decides that the loan is no longer necessary or affordable, it may be cancelled within the cooling-off period at a reduced cost.

What Is the New Licensed Moneylender Cooling-Off Period?

The Ministry of Law announced that a mandatory cooling-off period of three business days will apply to unsecured, non-business loans taken from licensed moneylenders.

Business days exclude:

  • Saturdays
  • Sundays
  • Public holidays in Singapore

The cooling-off period is intended to give borrowers a reasonable opportunity to review their financial position and reconsider whether they genuinely need the loan.

Before the new framework, a licensed moneylender could retain the full loan approval fee and any interest accrued when a borrower cancelled a loan. Under the new rules, an eligible borrower who cancels within the cooling-off period will not be charged interest, while the portion of the approval fee retained by the lender will be subject to prescribed limits.

When Does the New Rule Take Effect?

The mandatory cooling-off period takes effect on 15 September 2026.

It applies to eligible unsecured loans taken from licensed moneylenders from the implementation date. Borrowers should check their loan documentation and speak directly with their lender if they are uncertain whether their loan qualifies.

Because the cooling-off period is measured in business days, weekends and Singapore public holidays are not included. However, borrowers should not delay once they have decided to cancel. Contacting the lender as early as possible helps avoid uncertainty about whether the request was made within the permitted period.

Which Loans Are Covered?

The new cooling-off period applies to:

  • Unsecured personal loans
  • Unsecured payday loans
  • Other unsecured consumer loans from licensed moneylenders
  • Eligible loans taken by Singapore citizens, Permanent Residents or foreigners

The cooling-off period does not apply to business loans. It is specifically intended for unsecured loans other than loans taken for business purposes.

How Much Must You Repay When Cancelling?

Cancelling a loan during the cooling-off period does not mean the borrower can keep the money disbursed.

The borrower will generally have to repay:

  1. The remaining amount actually disbursed after the upfront loan approval fee was deducted; and
  2. The permitted portion of the loan approval fee that the licensed moneylender is allowed to retain.

No interest will be charged for a qualifying cancellation made within the cooling-off period. The total cancellation repayment also cannot exceed the original principal amount of the loan.

Loan of S$5,000 or less

For a loan with a principal amount of S$5,000 or less, the licensed moneylender may retain up to S$50, provided that this amount does not exceed the approval fee actually charged.

Loan above S$5,000

For a principal amount of more than S$5,000, the licensed moneylender may retain up to 3.5% of the principal, provided that the retained amount does not exceed the approval fee actually charged.

These are maximum limits. They do not automatically mean that every borrower will be charged S$50 or 3.5% of the principal.

Example: Cancelling a S$1,000 Loan

Suppose a borrower takes a loan with a principal amount of S$1,000.

A 10% loan approval fee of S$100 is deducted upfront, so the borrower receives S$900.

If the borrower cancels the loan within the three-business-day cooling-off period, the amount repayable would be up to:

  • S$900 received by the borrower; plus
  • S$50 as the maximum permitted portion of the approval fee.

The borrower would therefore repay up to S$950, with no interest charged for the qualifying cancellation.

Example: Cancelling a S$10,000 Loan

Consider another borrower who takes a S$10,000 loan.

If a 2% approval fee of S$200 is deducted, the borrower receives S$9,800.

Although 3.5% of S$10,000 would be S$350, the lender cannot retain more than the S$200 approval fee actually charged. The borrower would therefore repay up to:

  • S$9,800 received; plus
  • S$200 from the original approval fee.

The total amount repayable would be up to S$10,000, without interest for a qualifying cancellation during the cooling-off period.

How to Cancel a Loan During the Cooling-Off Period

If you decide that you no longer need an eligible loan, contact the licensed moneylender immediately.

A practical cancellation process may include:

  1. Informing the lender clearly that you want to cancel the loan under the cooling-off-period provisions.
  2. Requesting confirmation of the applicable cancellation deadline.
  3. Asking for a written breakdown of the repayment amount.
  4. Returning the required amount using the lender’s official payment instructions.
  5. Obtaining a receipt and written confirmation that the loan has been cancelled and settled.
  6. Keeping all correspondence, receipts and account documents for your records.

Do not send money to an unverified personal account or deal with someone claiming to represent the lender without confirming their identity.

Does Cancelling Mean There Is No Cost?

Not necessarily.

The new rules allow borrowers to cancel eligible loans at a reduced cost, rather than guaranteeing completely cost-free cancellation. The licensed moneylender may still retain a limited portion of the approval fee to cover work already performed, including administrative, verification and due-diligence processes.

However, no interest should be charged when the loan is validly cancelled during the cooling-off period, and the total repayment cannot exceed the loan’s original principal amount.

What Happens After the Three Business Days?

The special reduced-cost cancellation provisions apply only within the mandatory cooling-off period.

If the period has already ended, the ordinary terms of the loan contract may continue to apply. These may include the agreed repayment schedule, interest and permitted charges.

Borrowers should therefore avoid waiting until the last minute. If you are uncertain about keeping the loan, review your contract and contact the lender as soon as possible.

Why Is the Cooling-Off Period Important?

Financial emergencies can create pressure to make quick decisions. A borrower may accept a loan before fully considering:

  • Whether the expense can be delayed
  • Whether a smaller amount would be sufficient
  • Whether repayments fit within the monthly budget
  • Whether family assistance or other alternatives are available
  • Whether an existing debt can be restructured
  • Whether the loan solves the problem or only postpones it

The cooling-off period creates a short but valuable opportunity to reconsider these questions after the loan has been disbursed.

It does not replace careful financial planning. Borrowers should still understand the interest rate, approval fee, repayment schedule, late charges and total repayment amount before signing any agreement.

Responsible Borrowing Before Taking a Loan

The best time to assess a loan is before accepting it. Consider the following steps:

Calculate the affordable repayment

Review your income and essential expenses, including rent, utilities, food, transport, insurance and existing debt repayments. The instalment should remain manageable even if an unexpected expense occurs.

Borrow only what is necessary

A higher loan amount results in a larger financial commitment. Apply only for the amount needed to address the actual expense.

Read the complete loan contract

Check the principal amount, amount disbursed, approval fee, interest, repayment dates, late charges and total amount payable.

Ask questions before signing

A licensed moneylender should explain the terms clearly. Do not sign if you do not understand how the repayment amount has been calculated.

Verify the lender

Borrow only from a moneylender listed in the Ministry of Law’s Registry of Moneylenders. Be cautious of unsolicited loan offers sent through SMS, WhatsApp or social media.
